I understand it's meant to be rare, but isn't it a bit too rare?

In current campaign (level 14, mostly from bounty hunting, so a fairly long one) I've found exactly one black market Afflictor (I mean proper, not P version). Black market Hyperions are so much more common, even if I were to count only pristine ones (seen 5+)...

I am level 14 and I have only seen one hyperion on the market so far (although I found like 4 as derelicts while exploring which was weird). So I think there is a big RNG element.

I have also only seen 4 scarabs so far, which I had less trouble finding in the past.

I have not been paying much attention to afflictors because I do not like using them, but I'm pretty sure I have seen more than one.

Afflictor(P)s are dirt common, are you sure you've seen the real ones? Because I definitely see a lot more Scarabs or Hyperions. And it's not for lack of trying - I've literally checked every colony (with reloading to initial point).

Just started a new campaign and there were two afflictors on the black market at culann when I first landed there. You're just unlucky I think.

I've seen one (1) regular Afflictor in 4 game years and absolutely 0 shades. A decent number of Dooms and Harbs on TTach markets, almost no phase frigates. Did TTach's faction doctrine get changed to favour larger ships?

I was doing Phase only salvage runs for a long time, so I spent a decent chunk of time trying to find em to start the runs. Usually you should find one in the Tritach system at Culan or Euchi-Bres, i've never seen a proper one outside of that. they do seen pretty inconsistent with how often they show up. Best bet is usually just to kill some corpo scum and steal a couple.

Installed the console mod - amount of hyperions and afflictors seems overall similar, 0-1 most of the time, with rarely up to 3 per market update. Though Hyperions seem to be more spread out among various black markets, while Afflictors are mostly TT military, with rare TT black.

So the morale of the story is - get that TT commission. And maybe console mod.
