By default it does not, no.

There are multiple mods that "fix" this; for example, my own Planetary Shield: Access Control mod.

Do meteor strikes even occur randomly? I think I've only seen them on some core worlds.

Currently, yah. Of course, players can Sat-Bomb the core worlds and colonize.

Would be neat if there was a "no pick" line for this so it could be set up as a procgen condition for a bit of extra variety.
