Information lost

I have no idea what I did besides adding in mods... But now I cant even get information popup on ship weps... blueprints on knowing what they are... items in stores... just nothing pops up.. how to fix it? I disabled all my mods yet it still does it... I reinstalled still does it... help please <3

Check that tooltip delay isn't set really high?
