After seeing the math, my main takeaway is “For a T1 skill, you’re getting 4-6 extra flight decks” which seems pretty impressive to me.

Except that's not how it works really. It's not like your 8 wings of Longbows turn into 12-14 or become as effective as 12-14.

True, but I’d be curious what the in-battle effect having the skill vs. not having the skill actually has. For example, 4 Condors without vs. with vs. with a level 1 officer. Maybe I’ll run some sim battles sometime and see what the outcomes are. If Replacement Rate stays higher for longer, overall damage output should also increase by a fair amount, especially for bomber-heavy load outs.

It's a bit of a balancing act - for fast rebuilding fighters (many of the interceptors for example) they don't need any increase to rebuild time in order for the carriers to maintain a high replacement rate stat. Especially as 100% CR comes with 10% anyways.

For the heavy duty bomber though, often even light losses is enough to tank the carrier's ability to launch more strikes. In that case a high % bonus really could be worth additional decks (after the first strike at least!).

I'm not sure they do have a floor (aside from 0), just a very aggressive diminishing returns thing going on.
To get your fighter bonus down to 1/5 of normal (ie: +10% replacement etc) you need to have ~42 fighter bays.
And having 50 bays only pushes it down to +8%.

It looks like the bonus drops off like:
8 bays = full bonus (+50%)
10 bays = *0.8 (+40%)
16 bays = *0.5 (+25%)
20 bays = *0.4 (+20%)
42 bays = *0.2 (+10%)
50 bays = *0.16 (+8%)

You probably could get the bonus effect down to 1% (or less), but you'd need a lot more bays to do it than you'd ever realistically have.
Certainly much more than I have on hand rn.
What about with officers? How is the *1.5 bonus is calculated?

I wish there was no limit to the player's level, basically allowing to acquire all skills eventually.

Or search for "playerMaxLevel" and change to whatever (there are currently 40 skills total).
Do what you want. No Gods, no masters.

What about with officers? How is the *1.5 bonus is calculated?
This isn't shown anywhere in the UI, so your guess is as good as mine.
Could be just as simple as tacking the *1.5 onto whatever the skill spits out.
