Fear and Renown

In the Vanilla game if you go to war with the Hegemony I've noticed sometimes that if you open coms with them before engagement, and you have beaten Hegemony fleets before, they give a speech but are nervously sweating and stuttering. Is there a mod that expands on this where deeds of cruelty will have your enemies fear you in text?

That's just the dialog from when the particular fleet is hostile but weaker than yours, no?

Anyway I don't currently know of any mod that implements a reputation mechanic of this kind.
