Exactly, you don't always need three sabots to overload a shield, or three harpoons to tear armor. These single-shot launchers lose their usefulness pretty quickly (if you progress in any way) but still, they have their use.

They're also good for the early game when the shops don't have any of the normal missile racks, as well as an OP saver as stated above.

I use them as cheap damage bursts on turret-heavy ships. This allows my elite gunners to kill things better than I ever could (they're quite accurate) while I can concentrate on managing flux, shields, and positioning.

I keep 4 harpoons on my Enforcer just for a little extra punch. Saves a bit of OP but otherwise there isn't too much of a use.

My guess is they're there to be cheap, OP cheap, but as there are munition drones and such sprites in the game files later on I suspect they'll be used as a cunning way to basically increase your OP by X much, because you'll get refills every so often negating the need for a rack of 3 or 2.
