Tweaking vanilla values

I want to tweak some vanilla values for fun (e.g. shield shunt giving 50% armor instead of 15%)
Is there a simple way to do it without making my own mod?

And yes, I know that I can tweak SOME of them in the Hullmods folder in data file.
But others like shield shunt or scatter amplifier are located in some weird place like starfarer.api.zip
and unpacking->changing values->repacking back did not yield any changes

So, uh, what do I do?

Anything in Starsector.api.zip is going to need a mod to make changes - that zip file is there for mod-developer reference, and doesn't actually have an impact on the game directly.
