Ummmm... Baetis doesn't have mining?

I just noticed that Baetis is a volatiles mining colony with abundant volatiles but without any mining. And a free industry slot. Are these things randomized or is it just an oversight? TBH I was only looking because I felt bad about raiding them half to death (FOR A MISSON!).
