i think independents and pirates should have a more special mechanic that instead of improving realations with the faction itself it has with the individuals, for example if i do vip transport the independent governor or influncial person in a planet  should be quite happy and provide if we already have good realtions benefits but if you kick the crap out of another world he doesnt care also independent or at least pirate fleets infighting, i already know that pirates will give you mission to attack other pirates but there is not yet real space infighting or even diference by space station/world for treatement.
