How can I release a Mod?

I have created a mod that replaces the in-game illustrations with alternative images but am unable to create a topic in the Mod forum.
How can I or where should I release this mod?

create topic in the modding subboard and then message an active moderator

Thank you. I don't know who the mods are but have made a post in the Mod sub-forum. Hopefully someone will see it and provide a way for me to upload the 13mb zip file for the alternative images.

You shouldn't upload it to the forum, but instead provide an offsite link
