Is there a file I can edit so construction times for buildings go down? I've tried looking at the settings.json file and the industries.csv files but I haven't found anything yet.

well industries.csv has a "build time" column but not sure if it would for for buildings already in progress...
you can try going through your individual save file as well

I don't think it changes anything for buildings already in construction.

If you just want to speed up current building construction you could turn on devmode for a short while then turn it back off once the construction is done. It's possible to turn on devmode in the config (at starsector-core\data\config\settings.json) but it's more easily done with console commands mod which lets you turn it on and off at will without having to restart the game every time. Dev mode massively speeds up construction to where any project will be finished in a few days.
