Is there a mod adding an anarchist faction for 0.95?

There was the free stars alliance mod, but its not up to date
I just REALLY REALLY liked the idea of an anarchist faction

If there isnt a mod out there for such a faction, can anyone link me resources to make my own faction?
and if i end up making one, is there a way to make a faction use the blueprints you give them, like the pirates do?

You mean MORE anarchistic than the Luddic path and Pirate factions??

I meant more of an anarchistic faction with something more going for them than jsut letting the world burn
