This is reaaaal close to what I usually end up with, only difference is less frigates and sometimes I might have a backup capital flagship for tough fights.

1-2 atlases, 1 or 2 prometheus, and perhaps a couple of shepherds for the salvage and surveying gear but I eventually just trim those out
2-3 frigates, preferably buffed out monitors
MAYBE a couple of destroyers, but not usually
the rest are cruisers and caps, depending on whether I'm in a mood for "mjolnir+ammo feeder" or "how many dagger bombers can I hit your ship with simultaneously before it explodes?"

If I run my high-tech/mid mix it usually looks something like:

• 1-2 capitals; usually an astral first with 6 spark wings or 2 lux w. 4 flash wings if I gotta fight stations and change it as needed. The second is a paragon. I usually outfit the Paragon for world-defense in conjunction with stations but keep it stowed away usually in the event I need to fight several battlegroups.
• 5-7 cruisers; usually a single SO Aurora focused on blasting and a number of Apogee's for survey equipment and some good anchors. The rest are falcons.
• 2-6 destroyers; in sets of two, usually 2 sunders & 2 hammerheads. Hammerheads are pretty much ranged ballistic ships, but the sunders remain pretty flexible for loadouts. If I run phase ships, I usually add 2 Harbingers to the compliment.
• 10+ frigates; 2 tempests to accompany and compliment the remaining hangar count for the rest of the fleet up to 8 wings, 2-4 hyperions cause its such a tanky little ship. 4-6 scarabs with pd/sabot srm mix and mounted with an AM blaster each. 2-4 Omen's as PD/Escort ships for cruisers with light PD or need the extra protection. If I run phase ships, I usually add in an afflictor and if I run Automated Ships, 6 glimmers with SO Ion Pulser's w. Extended Mag's and outfitted with alpha AI's.
• Around 6 logistic ships; 2 Atlas, 1 Prometheus, and 3 phantoms.

Capitals take up most of the unit cap, so a couple Sunders or Carriers are often all that can be sent to support them in the opening of a battle. And can often be more easily swapped out with fresh ships as needed.

however I often have ships sufficient to arm more than one another fully functional fleets stored at base and go to them from time to time to pick up or drop ships according to the needs of my next move.

This allows you to take full advantage of Wolfpack Tactics while still keeping all your key officers on big ships, found this setup to be exceptionally potent when playing with Tahlan Starworks since you can steal the Hel Centurions and Hel Manticores from the Legio for personal use

I use a pretty low-cost fleet 90% of the time.

The piloted ship is usually an Aurora or an Odyssey.

And then 10-15 tempests and as many tankers and cargo hulls as needed.

Whatever I find....because it's a pirates life for me! .....and some 14th Legions, because I just like those ships.....

lots of capital carriers or cruisers, whichever seems to do better at the moment, enough cargo ships to carry everything and enough fuel to get to the edge of the sector and back.
