I propose that if a given combatant (faction) is in a sector that the following battlefield intelligence guidlines should apply -

- the party that holds the com relay coordinates all intelligence in the sector.  if one ally has a contact on radar, then all allies see that contact as a 'distant contact'. 
- the party that holds the sensor array sees all contacts in the sector as well as unidentified masses
- any contact once identified that remains detected, remains identified (as a distant contact if it is not currently observed directly)
- contacts that are observed directly have their general condition, velocity, heading and fleet composition reported
- contacts that are considered 'distant' contacts have a general size and position at time of detection, and those remote contacts 'decay'

this would give a significant advantage to the holder of the intelligence gathering equipment, incentivize defending and sabotaging it.  units flying without IFF on would stand out and attract patrol attention unless they were small enough to avoid detection
