Officer Management minor buff

What if Officer Management reduced officer salaries by 20-30%? It would be somewhat thematic, and offset the cost of more officers, and give a lil something extra compared to Training with its extra level and elite skill.

Or is it so insignificant it's not even worth it?

Maybe as an additional Elite effect... but yeah, would be more significant early to mid game.  Totally insignificant once player has some colony income to offset officer costs (and/or commission, but I don't do commissions; prolly should do a commission run someday, but that's way down the list).  But I do agree that it would be a thematic benefit, plus possibly an interesting additional bonus.
