Do skill count ship active in battle or all ships?

Just asking because when the game tell me it give full buff to only 240 fleet points or 8 flight wing, does it count fleet in battle or my whole fleet?

and if its the first why does the number shown ttake into account your whoel fleet if most of it isn't send into battle

It counts all the ships in your fleet. With some skills, it doesn't have to, but some impact campaign-level statistics, too, such as max CR, and if some skills worked scaled on how many ships you deployed and others on how many ships in total you have, it would get inconsistent.

Still feel like it deny the use of numerous small ship more than big ship fleet. Since the numerous have to retreat to not see their CR crumble to zero...

Anyways some skill lose a lot of effectiveness very fast when fleet get biggers
