EWM and upcoming BM looks somewhat similar to current phase/shield skill?

If you have only one of those skills, you'd want to pilot a ship with just energy/ballistic, I think.
maybe it's fine because they are not game-changing as those defensive skills?

Combat tree will only have two tiers and you will be able to pick any skill from the tier 1 at any time, so Ballistic Mastery has plenty of alternatives. EWM is more limiting, but it still has an alternative of Gunnery Implants, which buffs both ballistic and energy weapons, though it's more useful for ballistics. Ordnance Expertise (useful for all) and Polarised Armour (favour low-tech) is going to be similar.
