Piggybacking Colony Bonuses onto non-colony skills

(The suggestion are in mind with player no longer being able to govern personally)

Officer Management: +2 Admins
Officer Training: Increase faction officer rating (Officer quality Doctrine option)
Best Of the Best: +1 Stability on all colonies.
Support Doctrine: Ground defenses increase on all Colonies

Sensors: +5% Income on all colonies.
Navigation: +5% Accessibility on all colonies.
Cybernetic Augmentation: Colonies need 1 less Recreational Drugs and 1 less Harvested Organs

Bulk Transport: +10% Income and +10% Accessibility on all colonies.
Salvaging: Colonies need 1 less Supplies, Metal and Fuel.
Makeshift Equipment: Colonies need 1 less Heavy Machinery, Heavy Armaments and Ship Hulls/Equipment.
Industrial Planning: +1 output bonus now applies factionwide.
Containment Procedures: -25% hazard penalty on planets.
Field Repairs: Reduce Industry disruption time.
Derelict Operations: Faction fleet size increase (More Ships Doctrine option)
Hull Restoration: Faction ship quality increase (Ship Quality Doctrine option)
