Attacking scavenger fleets should yield special loot

Whether pirate, independent or (eventually)TT fleets outside the core, they should have a chance of dropping special loot like blueprints, planetary items and AI cores.

They already have some rare ships, especially if you use mods like Seeker.

Agreed, especially now that there is a much larger rare colony item pool (although it might get easier to find rare colony items soon, if Alex decides to follow through with the change to tech mining that would generate missions to go excavate for rare items).

I would also suggest that sometimes better independent and TT scav fleet's captain/admiral gets automated ship skill and their fleets have one or two [REDACTED] frigates or destroyers in fleet spawn pool (if captain/admiral has skill, obvs).  That would be dope.

This would make sense if they actually scavenge and take the loot from systems, but they don’t.

I like it.  A rare chance to drop something interesting based on fleet DP?  would make getting that 200th vulcan cannon just a bit more exciting.
