Make Weapon Drills affect fighters

Pretty please, this way fighters can be made better without adding more skills.

I wouldn't say really good since vanilla skills put a pretty stringent softcap on them but there are already 2 skills that buff fighters exclusively.

Why are you comparing fighters to ships? Since when could you pilot fighters? You should be comparing them to other weapon types. If you look at it that way, fighters are well off. There is only one energy weapon skill, only one missile weapon skill. Ballistics doesn't even have a dedicated skill. Pd skill affects both fighters and weapons. That leaves just weapon drills, target analysis, gunnery implants, and ranged specialization. So depending on your weapon, you have 3-5 skills affecting it while fighters can have up to 4. Additionally, fighters are not affected by ecm, or at least not as significantly.
Weapon drills is pretty weak though. I don't think it would be the worst thing in the world if it affected fighters if it doesn't already.

The problem with the fleet carrier skills is they compete with Crew Training and Electronic Warfare, which are very good.  Same deal with Flux Regulations and Phase Corp for phase fleets.  Even if I have a phase fleet, I take Flux Regulations first because the extra flux is more useful.
