Three skill ideas

1: Let players purchase skills in an aptitude in any order they wish, but the effects and bonuses of a skill depend on the number of purchased skills in that skill's aptitude.

2: Categorize skills not by aptitude but by epoch. Same mechanics, different themes: instead of the current Combat/Leadership/Technology/Industry it will be Core Epoch/Mastery Epoch/Expansion Epoch/Fall Epoch  :P

3: Permanent skills grant bonuses to XP gain.

This wouldn't be very easy for a new player to understand (unless the codex had a history section and these skills had mouse-over lore panels), but it's a very interesting idea as far as flavour goes.

they already are, industry is lowtech, tech is high tech, leadership is midline & combat is universal

The lore could go in the skill category descriptions. (Yes, they have those.)
