If the Gemini and Venture has it then the Mule should have it too, so it can be buffed by the various civ-grade hullmods.

Or the Wayfarer. Once you start looking for civ ships to package you notice how sparse that tag actually is.

All the military civilian ships like Mule should just have both Civilian Hulls and Militarized built in. Because they literally are militarized civilian hulls.
