Ship modules as frigates?

I mean, CH is not installable on frigate-sized hulls anyway (which modules generally ought to be set to), so... hm.

I'm curious as to the reasoning for this?

At just a glance, it feels like modules should generally match the size of the ship that mounted them - or be considered capital-class for stations.

In particular, I'd typically expect Target Analysis to provide the same damage bonus when shooting at modules that it does for the main hull (and its full 20% for stations).
And for player-outfittable modular hulls, I'd expect modules to gain the same range bonus from ITU, rather than a frigate's 10%.
