So, this is technically in a modded game, but none of the mods I've got should be touching core fleet AI...

...And I just saw a Hegemony Trader fleet (tagged with 'loading food at [planetName]') hit emergency burn to go engage a pirate raider.

(I've also seen two trader fleets fighting each other - though the instance of that that I remember did include a modded faction, so I didn't report it here at the time.)

I saw this behavior in 0.9.1. Think I reported it, too. 99.9% sure it is vanilla.
