Patrols should sometimes not ignore civvies with their transponder off

It's a little vexing that the AI fleets zoom over to you immediately to tell you to flick the damn thing on, but happily ignore all the Smugglers practically on top of them doing the same thing.

The same AI-centrism also helps you pull off distracting them, but it does feel quite unbelievable that only you get hassled over it.

Yes!  This!  I've been complaining about this for several versions now; it's just a huge hit to verisimilitude and my suspension of disbelief.
