How to adjust colony growth rate?

Even if you set your max planet level to 10, your colony does not seem to have any realistic chance of growing to that size without tweaking the colony growth rate. I looked around the config file for a long time but could not find where to adjust it. Would appreciate a pointer in the right direction. Thanks!

Get more accessibility or settle near the Cryopods. Hazard rating doesn't matter if you have the money for hazard pay. In .95 max colony size is 6. Easy ways to increase accessibility:
  • Get administrator with Space Operation skill: 30%
  • Improve the Megaport / Waystation with story points for 20% each
  • Insert Alpha AI into Megaport for 30%
  • Insert Fullerene Spool into Megaport for 30%

Accessibility is the most important factor.

Settling in a system with a Cryosleeper can give you growth bonuses of +40 and more (I think it's 10 times the colony size) if you manage to supply 10 organics, 9 using an AI core to reduce demand. They were the surest way to hit sizes 7 and above in previous versions. If the exact system is really terrible then a nearby one will do too but you lose 10% of the sleeper's growth rate for every lightyear between its system and yours.

Even before the size cap it was really tough to hit size 7 without using a cryosleeper.
