Allow commissioned players to benefit from allied structures

With a Hegemony commission I'm effectively a member of the Hegemony, right? Seems like their relays and buoys should affect me too and I should be able to claim enemy relays and buoys in their name (obviously not in ways that would cause a war).

Nexerelin fixes that already by making system buoys and arrays affect commissioned players and alliance members. It should be a thing in vanilla too, not only as a natural perk of being commissioned but also because capturing buoys and arrays yourself in vanilla (i.e. while tailing a raiding fleet from the faction you're commissioned to) blocks your commissioned allies from their benefits which is dumb.
