0.95a RC12 Neutral Posture Pirates Continuously Want to Talk

I am not sure which mission this is, or where I got this mission from, but apparently I have a mission from Kanta to return her pet Loke-clone to her, and telling pirates this scares them off. The unexpected part is that, instead of leaving my fleet alone after the dialogue, they keep pursuing and trying to talk, so I have about 7 pirate fleets following me around now. At least the station can't give chase.

So they are continually pursuing but do not force my fleet into a fight, nor do they harass my forces to drop my CR.

If you go to Garnir in Corvus and talk to the Pirate Merchant Contact Callisto Eridania, there is also the option for the Kanta dialogue. It says that you interrupt her mid-threat, but she's just a merchant contact and wasn't threatening anyone, so that can seem weird.

It works on most of the officers at Garnir. Going to see what Kanta says about it.

Kanta doesn't answer the call, but the others at her station also get scared.

It also works on bounties, but the three I used it on so far ran away ("avoiding contact" as expected).

Ran into a distress call pirate ambush. The dialogue says that they "welcome me to be on my way" but then the three options are to "open a comm link" again, which produces static, "move in to engage", or use a story point to "disengage by executing a series of special maneuvers".

Seems like the expected behavior would for them to either let my fleet leave without harassment and a story point, or not apologize for inconveniencing Kanta's relative and tell me to die.
