Anyone know how difficulty scaling work?

Like in topic.
Question about enemy scaling.
Do enemy(pirates etc) scale with player fleet strength, level, time or whatever?
Anyone have any info on the topic?

Intel bounties scale with how many you have done already and with time.
Contact bounties scale with your reputation with the contact.
Regular pirate fleets scale with pirate activity strength in the system.
Raid pirates scale with their base size.
I'm not sure how expeditions scale. Maybe it's time, maybe it's how many have been sent already.
