I thought that a good weapon would be a type of energy weapon like the Arbalest, except would be better for penetrating armor instead of shields.
It would fire in a cone-like shape with three projectiles.

Something like that. Like a space shotgun, or something. :P

One of the mods within craftomega's Minimash mod compilation includes a Buckshot Cannon, which I adore. But your proposal definitely takes that to the next level.

So wait, the idea here is to spend three times as much ammunition/energy to deal exactly the same amount of damage as a standard cannon?

The idea is that the various tech levels represent different - not "better" - ways to do things.

Each projectile does damage equal to ONE arbalest projectile, except on armor.

Why not just line the shots up and have hit be a triple barreled arbalest? I don't understand the point of the spread, it's inefficient.

If the spread was a hundred shots, and it were a PD weapon, I'd see some use for it, maybe. This is just pointless with slow firing, high damage weapons like the Arbalest.
