Backtick in rules.csv causes Rules Tool Error

There is a backtick ` in the column after the notes column for the gaFCArchonAskGalOption2 rule, which causes the Rules Tool to throw an error when trying to load vanilla's rules.csv. Deleting that extra column fixes the issue.
