[0.95a RC11] Storm Needler Won't Fire

I tried shooting a storm needler I put on my ship, but it wouldn't fire. I'm not sure if it was even firing at the start of combat, but trying multiple things like turning on and off autofire, holding fire, and getting the weapon disabled and ready again didn't get the weapon working. I also tried manually firing it.

also I was using mods, I can give a modlist if one is needed.

Also, I was using the newest version of Upgraded Rotary Weapons, so that might have been doing something.
