[9.5a RC10]Unable to colonize planet that is orbiting another planet

I am trying to setup a colony on a small bombarded planet that is orbiting a planet I already colonized.  Everything looks normal until I click establish colony, it shows the name of my already colonized planet.  When I continue it shows a greyed out screen and the name of the other colony changes, but nothing happens to the one I want to colonize and my resources go to some void.

Weird! Thank you for the report, got it logged to look into. You wouldn't happen to have a save game of the situation would you? That'd be useful, though if you don't, it's no problem.
