[0.95a-RC10] Automated ships wonkiness

1. Automated Ships skill says maximum bonus CR to automated ships is 100%. In practice, maximum bonus CR is 70%.
2. Crew Training skill says, on the CR tooltip in fleet view, that it works on automated ships. It does not.

Just got Automated Ships and grabbed a few. They are all saying (having AI cores or not) that their Combat Readiness is only 14%.
