Repeated transponder scans after the first

I was watching the Fallen Shogun stream:

He was in TriTach space with his transponder off. When he was scanned, he turned it ON but the patrols continued to scan him and even cost him more rep.

Just saw this on my new start.  Something that might be related is that since I have so many civilian grade ships, my sensor range is shorter than my detection range.  I'm 90% sure the repeated group came from outside my detection range AFTER I turned on my transponders to the initial group.

Also, could we tone it down?  It takes a long time to sneak into the pirate base during the tutorial if I also have to worry about patrols.
