Story point use completes bounty without any combat

Basically everything is on the video. I have no idea what happened there, it's either a bug or story points are absurdly strong haha.

Weird - fixed this up, though. What must've happened is a combination of a benign-ish vanilla bug (reporting battles when it was just a clean disengage) with that fleet having lost its commander - and bounty target - when fighting another fleet.
