Officer switching ship assignments

I wonder if this is possible even if it's not during battle but atleast during the re engage screen? Because there would be a lot of ships in the fleet but only a few officers to captain them.

Also I see some officers lack 1 skill point at level 20 as compared with everyone else. I'm wondering if it's a bug or they are just inferior to others..

I see no reason not to, you've already got a system for swapping your own control of ships, an option to make officers do the same seems just fine, and I've encountered a similar situations before and I'm brand new to the game.
