Suggestion for eagle/falcon

Swap the position of 2 central energy slots with the 2 frontal ballistic slots. This allows the eagle and the falcon to efficiently mount dual flak.
I think this makes these ships viable without being overpowered.

Nope, 2 frontal energy hardpoints would have limited use - I don't want to waste a lot of OP on energy weapon with limited arc coverage (as long as I have alternative ways to spend OP). Ballistic weapons are just good enough that I want them even in hardpoints.
Even more importantly, this would reduce effective ballistic range - a huge downgrade for snipe & kite ships like Eagle and Falcon.

It would also make the two medium energy weaker, since you could no longer get convergence on them within the reasonable range. Two HB or phase lance in fixed forward positions is... Kinda weak. Two HB or Phase lance hitting the exact same point on armor? Kinda strong.

Eagle/Falcon are two of the best ships in the game. Not only are they great lategame fleet anchors but they've valuable early in SO roles or as a primary ship.
