For a faction, the accessibility of all it's planets in a system equals the accessibility of said faction's highest accessibility planet in the system.
Secondly, hazard rating should not affect accessibility.

To balance for this, growth penalties from hazard rating should be raised much higher.

Heavily disagree since accessibility is an abstract concept.

Base access is the same for everything in a system.
Accessing a water world colony with a massive spaceport and established protocols for commodity transit (and if freeport - zero customs controls) is going to be a lot easier than accessing that backwater size 3 world without proper spaceport and constant comm breakdowns due to volcanic eruptions.
