Crew losses are a logistics penalty. If you make drone fighters flat-out inferior to regular fighters by some means, no one will use drone fighters. The only advantage of 0 crew is 0 crew losses, which the player can prevent by bringing excess crew. So it's a comparatively small money sink. I don't see the point in this at all. If there are dedicated defense or PD drones, they already get lower effective range or in some cases are limited to swarming around the mothership. Works as intended.
