If I understand you correctly, this post is about the perceived imbalance between officers and the players combat skills.
However, I don't think this divide is really much of an issue. While the player can obtain more combat oriented skills than an officer, unlike officers, of which there can be many of, there's only 1 of you. And you're the main guy! The player is designed to gain an advantage over traditional fleets you see through the sector by way of their abilities, whether this be direct combat abilities, or choosing more utility based perks such as Sensors or Navigation.

And as Plantissue pointed out, taking all the combat related skills severely limits the amount of other skills you have left to buy, and you've dedicated yourself into a combat role almost entirely.
Most players, as far as I can tell from the discord,will put points into a wide variety of skills. And even the players that specialised in combat skills, still had plenty of other skills placed elsewhere, leaving them with less overall combat skills than a level 20 officer.

Besides, this suggestion is fairly moot, skills are getting revamped once again in the next update (and player ships will be able to get even more powerful): http://fractalsoftworks.com/2019/07/08/skills-and-story-points/.

If I understand you corectly, you want a hard mode were the officers are stronger and AI fleets have more officers than a player can ever dream of having insted of someting along the lines of:

I am sorry, but it seems I am not sophisticated enough to understand you. Perhaps you can try rephrasing that so someone as ignorant as I can understand.
I guess he want's one or more additional sliders for AI Officer Avg/Min/Max? Level and AI Officer amount?

Btw. you can change it through the json file anyway, new fleets that will be spawned after restart will reflect the changed settings, the already station assigned Officers wouldn't change though. So i guess, it is mostly a convenience thing? 
P.S you can also change the AI Fleetsize limit and the range in which additional fleets are allowed to participate in an engagement, if you want an additional challenge.

You are cutting too many fleetwides.
15 Leadership: 3 base, 3 officers, 3 logistics (+15% CR is 5% buff to all stats), 3 maneuvers, 3 fighters
10 Tech: 3 base, 1 EW, 3 Loadout, 3 Navigation (the only out-of-combat skill I pick)
3 for base combat.

Which leaves 24 for personal skills, 27 if you religiously take only in-combat skills. Well, I guess we are slightly superior to officers after max level was bumped to 50.
I changed my mind, play vanilla and i see what i need, so thise skills are all what you need, no deends more. 10 personal skills.
I agree that Navigation is too cool skill, -25% fuel usage, +1 burn speed (-2 tugs, less fuel usage and supply cost, +2 fleet slots!), terrain penalty, and that Transverse Jump skill, okey.

And officers, i do not have problems with their limit. For battle field we have at least 200 deploy, so, it is 2 paragons, 1 astral, 1 aurora, and one more aurora for changing that first while it is out of peak performence limit, or add it in battle if you have more than 40% deployment. So, we have 5 ships, 1 for player piloting, and 4 for officers by that limit, so we do not need those officers.

10 personal skills, i am playing vanilla try it all, firs try, then talk)
