Conquest in pirate plunder fleet never spawns due to not enough FP

After the required 3 enforcers, 4 tarsuses, 3 buffalo2s, 2 lashers and 1 hound, there isn't enough FP left for the conquest to be spawned.

It's supposed to have a CONQUEST?!

That would make them a really fun fight.

Easily fixed by increasing the fleets fps In the faction file ;D
