To alleviate excess hostiles that only the player can deal with, whenever a faction decides to send an expedition at the player that it is not hostile with, it should send that expedition at a pirate base that is attacking it or a major faction it is at war with (to harass it) instead.  If no target has greater priority, then send it at the player.

A non-hostile player is just skimming a few space bucks from the global market with legitimate trade.  Pirate base causes pirate activity that lowers income before sending raids that lower stability and income even more.  I think pirates coming for home invasion and armed robbery would be a greater threat than some non-hostile eccentric mostly minding his own business.

Hopefully, an expedition to a pirate base means they may take out the pirate base and buy time for player to do what he wants and for other factions to regain stability lost from raids that do get through from time to time.  It could also mean player gets lucky and needs to deal with somewhat fewer expeditions.  Of course, the factions can just send few more expeditions if there are more targets to attack.

Yes. And "hostilities" should probably amount to some shifts of power at least some of the time.

I would appreciate this, even if it doesn’t affect gameplay, it would make the whole expeditions feature feel less gamey.

But it does affect gameplay, since if player knew exactly when and where an expedition battle would take play, he could go there to get salvage, or take advantage of the market disruptions, or do smuggling runs when patrols are distracts or starbase is destroyed.

So yeah, there could be good gameplay coming out of factions sending expeditions against each other, and not just the player.
