If its not against general idea. Please implement something to allow player to hire officers with hand picked skills. Its so disappointing then at 6-7 skill you recive completely useless choice. It can be another colony structure(or current HQ feature) where you can decide that you need and recieve proper specialist after some time. Like RL education structures. :)

Agreed. Could also just allow all skills on officer levelup, like we get for player skills.

Hand picking would remove the need to save-scum for skills in non-Ironman games, which would be nice.

I'd rather have some sort of respeccing option both player and officers. Insert some currency need for it, maybe credits per level, 2500 credits or so, to reset an officer, and then play the RNG game to level him up. For the player, it can cap out to 50k and then ask in plus for a different AI core quality at each 10 level past the 20 limit.

If we reach 'handpicking skills' then where's the game there, it just becomes a grocery list. There should be some element of 'play' there, even if it's just a skill slot machine.

Re-speccing officers would be great - they cost too much for keeping with wrong skillset.

Even if you respec an officer, you'll run into the same problem again. This just filters the problem down through as many iterations as the player has patience for. What's so crazy about being able to pick the skills?

I'll give an extreme example. You want to groom an officer for a Tempest. It's got drones. So you want 1 or 2 carrier skills max. Bomber skill is useless. But picking a carrier skill increases the chance massively for more carrier picks. The carrier skill chance bump is a band-aid fix to random skill choices making carrier officers difficult to train. What if a mod includes a combat ship with built-in bombers or drones with missiles? It's just 1 skill out of 3 you want then. Good luck getting that.
