Stabilize the colony by expending marines - Martial Law

Sometimes, stabilizing a colony with cash is too unaffordable, maybe there could be an alternative where the player's fleet lands marines onto a planet to restore order by force.
In this way, player could also assist other faction's colonies, losing marines in the process(they are used up not because they died or anything, but because their contracts are re-negotiated, persumably they would have to sit on the colony for a while to maintain order), but gaining reputation with the faction in question. Alternatively, maybe doing so would lead to damage to the planet's infrastructure, disrupting them for a couple of days.
