Some times you want to test your fleet against varied opponents, so interacting with your own corporate fleets or your commissioned faction fleets, unless they have urgent tasks, like patrol/trade you should be able to ask them to organized a military exercise where you engage in combat, gain partial officer experience, suffer partial CR cost, and suffer no damage or casualties. You should also gain or lose random reputation with the opposing officer involved(mutual respect/personal grudge).

Gameplay wise, this is a chance to fight against fleets that the player usually won't face in battle because of faction allegiance.
