Colony population management

Can we please get the option to either abandon colonies with higher population level, or enforce a strict non-immigration/non-breeding program?
Currently if I want to build a temporary colony to harvest tech, if the planet happens to be habitable, I need to break down the colony every once in a while because if the population grows to high, I wont be able to abandon it once it's usefulness runs out.

I would really like to freeze growth or at least prevent size upgrade at 100%.

@ FaFT:  If by breaking down, you mean abandoning it then rebuilding it, no need to go that extreme.  Just removing Spaceport should be enough to send growth to negative.  That said, I find that very annoying.  Maybe it is faster and more profitable to abandon then rebuild everything, depending how much money it made.

Sometimes, I build a colony just to have a waystation near where I want to explore, in case my primary colonies are far away.
