I set up a bare bones colony in the middle of the sector without any resources, and amusingly it still ended up getting targeted by an expedition to disrupt the black market production of drugs from the basic "Population & Infrastructure" building:

To be fair, it does have the second highest "market share":

I know this is a weird edge case for a couple reasons, but it doesn't feel WAD for a colony this unoffensive to be targeted for this reason (and it does show that it's actually completely impossible to have a colony that isn't targeted by expeditions, unless its growth or accessibility is deliberately stunted).

Thanks for mentioning this! Hmm - it shouldn't happen in the next release; if the source is indisruptible (as P&I is) iirc the expedition should get aborted.

(I don't think there's any issue regarding free port here, though. They don't care if you're profiting from the drugs or not, it's still a source.)

Maybe unrelated to this but in my game Persean League initiated expedition to disrupt population building due to aquaculture food exports. Other planets with usual farming buildings not draw any expeditions at all.

Thanks! Yeah, there's a bunch of related bugs here (re: what colonies/industries are targeted) that are fixed for the .1 release.
