Any reasons to give away "academic" core

Well, after some tests i fall into source lurking.
And unable to find any traces of side effects related to breaking promise and keeping core.
At same time, keeping promise likely to spawn pirates.

is this bug or by design?

Currently no penalties to keeping the core, so no reason not to.
