Decivilized buged out red planet quest

During the red planet quest chain i got a mission to talk to a pilot at Garnir but the planet has become decivilized and there is no one there to talk to.
Haven't tried colonizing it yet because it is in hegemony territory.

Thank you - let me make it so that the pilot doesn't show up at a planet with low stability, so that this doesn't happen quickly after accepting the mission. Otherwise, though, it's still possible for this sort of thing to happen (both with this and with other kinds of missions), that's just how things are. (You can, also, technically complete the mission without talking to the pilot...)
